Former SSA Data Chief Chuck Borges on DOGE Whistleblowing and Political Ambitions

Chuck Borges has experienced a dramatic career transformation—from overseeing some of the most sensitive data systems in the federal government to becoming a political candidate after blowing the whistle on Elon Musk's controversial Department of Government Efficiency (DOGE). In his first interview since launching his campaign for Maryland state senate, Borges reveals how his seven-month tenure as Social Security Administration's chief data officer exposed systemic government dysfunction that ultimately propelled him into politics.

From Data Oversight to Whistleblower

Borges began his role as SSA's chief data officer in January, expecting to oversee databases containing Social Security numbers, addresses, citizenship status, and benefits records of nearly every American. Instead, he found himself sidelined and struggling to gain basic visibility into the systems he was statutorily responsible for. "I spent seven months struggling to get basic visibility into the systems I was statutorily responsible for," Borges explained in his interview with WIRED.

The situation reached a critical point when Borges learned about significant agency developments through media reports rather than internal discussions. This pattern of exclusion culminated in his discovery that DOGE had copied and moved sensitive American data to an unsecure cloud environment—a revelation that prompted his whistleblower complaint and subsequent forced resignation.

The Turning Point: Data Governance Concerns

Borges identified several alarming incidents that signaled deeper problems within SSA's data management practices. The first major red flag emerged when he learned about changes to the Death Master File through media reports. This critical database, which records all deaths reported to the agency, had incorrectly classified approximately 6,000 living immigrants as dead, creating significant difficulties for them to access financial services.

"That was the first alarm bell for me," Borges recalled. "In my experience, you would consult data authorities on significant changes or risks involving critical data sets, personal information or high value data." Despite his statutory role as chief data officer, Borges found himself repeatedly denied permission to hold data governance council meetings—essential forums where agency officials ensure data standards and rules are followed.

Whistleblowing and Career Consequences

When Borges raised concerns internally about DOGE's access to SSA data, he expected constructive feedback and investigation. Instead, he discovered that employees were being instructed not to answer his questions. This obstruction ultimately led to his decision to file a formal whistleblower disclosure.

"As the chief data officer, I have the direct responsibility for the safety and security of public data," Borges explained. "Based on the information I had, it seemed apparent to me that I would not be able to verify the safety and security of that data." He acknowledged understanding the potential career consequences, having seen other executives escorted out of buildings for raising concerns, but maintained that "there's never a wrong time to do the right thing."

Political Aspirations and Technological Expertise

Borges' decision to run for Maryland state senate emerged from his frustration with government dysfunction and his belief that technologists are needed to help steer this new era of government. The local Democratic Party approached him in early October, recognizing his unique combination of federal government experience and technical expertise.

"I believe that I have the experience in both executive management, a little bit in legislation, and I have the tech savvy to really help my region think outside the box and unstick it," Borges stated. He envisions turning southern Maryland into "a real model of sustainable growth for, honestly, the entire east coast." His region combines biodiversity, agricultural expertise, and technological sophistication due to its proximity to Washington DC and military installations.

Looking Forward: Government Efficiency vs. Data Security

Borges acknowledges that government inefficiencies exist and that processes could be improved, but he emphasizes the need to balance speed with intentionality, particularly when handling sensitive information and taxpayer dollars. His experience with DOGE has shaped his perspective on what constitutes responsible government innovation.

"You need to pair speed with intention in order to make sure that government can operate efficiently," Borges advised. "You need to make sure that you're looking forward to the desired outcome." This philosophy now forms the foundation of his political campaign and his vision for more effective, transparent governance that protects citizen data while improving service delivery.
