Freeland's Mandate and Responsibilities

The Privy Council Office has clarified that Freeland's role includes advising the government on Ukraine's economic reconstruction while simultaneously addressing the urgent humanitarian crisis involving thousands of abducted Ukrainian children. According to official documentation, the position comes with a $20,000 salary increase consistent with parliamentary secretary roles, with certain expenses such as travel covered by the Privy Council Office.

Despite limited public appearances since her appointment, Freeland has already visited Kyiv in September and received an official invitation from the Ukrainian government for a subsequent visit later this year. Her office emphasizes that these engagements will focus on determining how Canada can best support Ukraine's reconstruction efforts during this critical period.

Reconstruction Amid Ongoing Conflict

The challenge of rebuilding Ukraine while the country remains under active Russian bombardment presents unique complexities. Ukrainian Ambassador to Canada Andrii Plakhotniuk has emphasized that reconstruction efforts need not wait until the war concludes. Ukraine continues to maintain economic activity, including exports and the development of its domestic arms industry, despite the ongoing conflict.

Ambassador Plakhotniuk has specifically encouraged Canadian businesses to establish presence in Ukraine immediately, noting that projects could begin in neighboring countries if security concerns persist. The message from Ukrainian officials is clear: international partners should not delay engagement until post-war reconstruction begins, but rather start building capacity and partnerships now.

Canadian Business Engagement

Global Affairs Canada officials have acknowledged that Canadian companies currently show limited appetite for business in Ukraine due to significant risks to both physical safety and investments. Alexandre Lévêque, an assistant deputy minister at Global Affairs Canada, testified that many potential business arrangements are occurring outside Ukraine's borders given the current security situation.

However, the Canadian government continues to participate in reconstruction fairs and maintains a small team of public servants in Kyiv, alongside trade officials in Poland, to identify economic opportunities. Crown corporations including Export Development Canada and the Canadian Commercial Corporation are positioned to facilitate trade, particularly in military sector investments and government-to-government arrangements.
